THERMAL PERFORMANCE ASSESSMENT AND CERTIFICATION FOR NEW DWELLINGS, UNITS / APARTMENTS, AND EXTENSIONS / ALTERATIONS / ADDITIONS
A Thermal Performance Certificate (Star Energy Rating) is one of the documents required by the Registered Building Surveyor/ Certifier for your building permit. The Thermal Performance Certificate indicates your new home (or extension/alteration/addition) satisfies the energy efficiency requirements of the National Construction Code (NCC) of Australia and the Building Code of Australia 2010 (BCA 2010). All new homes must meet 6 stars.

Much of Surfcoast TPER’s work involves the Assessment and Certification of extension/alteration/additions. The NCC/BCA acknowledges it is often difficult or cost prohibitive for an existing dwelling with new work (extension/alteration/addition) to meet the normal 6 star standard. The NCC/BCA requires the new work to be of at least 6 stars and for the overall project to show an improvement in the thermal efficiency over the existing dwelling. Surfcoast TPER has had much success in appealing to the Registered Building Surveyor/Certifier’s use of discretion to allow partial compliance if it is considered that reaching 6 stars would cause ‘excessive hardship’ (compared to the resulting benefit), or be technically unfeasible.

Stage 1: preliminary assessment
A preliminary assessment is simulated using BERS Pro
software and our suggested recommendations/alternatives
(if needed) to achieve compliance.
Stage 2: Certification
Once the agreed alternatives are reached a Nationwide
House Energy Rating Scheme Certificate is issued
and the Final Working Drawings and Specifications are
digitally stamped and emailed to you.

BASIX CERTIFICATION FOR NEW SOUTH WALES
New South Wales introduced the Building Sustainability Index (BASIX) in 2004, with the aims of reducing a new dwelling’s (also existing dwellings with new work) use of potable water and increasing the energy efficiency (and reducing greenhouse gas emissions). A BASIX Certificate is required by the Department of Planning and Infrastructure when submitting a Development Application to local government council.
The BASIX Certification process involves a Thermal Performance Assessment combined with other extensive information including geographic location, landscaping, water storage, water heating, appliances, type of taps, etc.

The Surfcoast TPER Basix Assessment process follows the Thermal Performance Assessment method using BERS Pro simulation as well as the entering of extensive data into the BASIX online index. When the project meets the BASIX requirements a BASIX Certificate is then issued.
